Police were made aware of the fire in two derelict buildings at Edenhall Hospital at about 6.40pm on May 19.
Now, following enquiries, three male youths, aged 15, 15 and 16, and a female youth, aged 14, have been charged in connection with the alleged incident on Edenhall Road.
A report will be sent to the relevant authority.
Detective Constable Calum Cross said: “I’d like to assure locals this type of behaviour will not be tolerated.
"We are committed to tackling this kind of behaviour and take appropriate action where incidents are reported and offenders identified.”
