The incident happened on Thursday, January 3, on Bridge Street, Tranent.
The 18-year-old was charged with licensing offences and a report will be submitted to the Procurator Fiscal.
Tranent Community Inspector Andrew Harborow said: “Supplying alcohol to children is a serious offence and plays a significant role in crimes of anti-social behaviour.
“We will not accept this type of criminality in our community.
"I would ask anyone who is aware of this practice happening in their local area to not tolerate it and to contact us on 101 or report it via Crimestoppers on 0800 555 111.”
