Re Scottish Enterprise’s proposed energy park at Cockenzie, it’s very clear that involving the public is not a strong point within Scottish Enterprise, even though it says it is fully consulting with local communities.
These consultations are predominately presented with a lack of information from those who are delivering the proposed major indusial planning proposal to the public.
Even though the information must be available, it is withheld and it seems that the public receive the information in instalments.
The outline planning proposal for this energy park, placed before East Lothian’s planning department before any community involvement, reduces the time for the community to gather information relating to this proposed industrial development.
It would appear that the time allowed within the planning proposal and the time allocated for the communities to respond places a restriction on any objections and this then favours the Spanish subsidiary firm that is part of ScottishPower.
